This primarily involves the possibility for the owner of a production facility, such as a solar power plant, to transfer surplus electricity that they do not consume themselves and send to the grid to another user anywhere in Slovenia. Such a user is called a sender in the system, and the recipient is the one who receives the agreed share of this energy. Sharing registrations are already active via <a href=\"https:\/\/mojelektro.si\/login\">My Elektro portal<\/a>, and the implementation of sharing is expected to begin in July 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the first time, sharing opens up a more direct possibility of negotiating the use of surplus renewable electricity outside the classic relationship between consumer and supplier. At the same time, it is not a substitute for the grid, is not the same as annual net metering, and does not mean that electricity will physically flow from one house to another. It is an administrative or billing transfer of energy between metering points, which is known in electricity billing.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What does electricity sharing even mean?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Power sharing means that users share electricity from renewable sources with each other. The most common example would probably be the owner of a solar power plant who, at a certain point, has more production than he uses in his household, business or farm. This surplus is sent to the grid, and then the agreed share of this sent energy is attributed to the recipient in the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sharing does not mean installing a private cable between two users. Electricity still flows through the electricity grid according to the laws of physics, and in terms of billing, part of the transmitted energy is attributed to the other user. Therefore, it is not necessary for the transmitter and the receiver to be neighbors, in the same municipality or even in the same region. The transmitter can transfer part of the energy to the receiver anywhere in the Republic of Slovenia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new system expands the possibilities for managing electricity. The owner of a solar power plant can allocate part of the surplus to a relative in another place, another property, a workshop, a small business customer or another user with whom he concludes an agreement. The key is that the technical and administrative conditions must be met, in particular appropriate metering in 15-minute intervals and registration of sharing through the envisaged information systems.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"\/wp-content\/uploads\/2026\/06\/Souporaba-elektricne-energije-brezplacna-elektrika-1024x617.png\" alt=\"\" class=\"wp-image-2675727\"\/><figcaption><strong><em>Scheme of the new electricity sharing system; Photo: Eles<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Transmitter, receiver and organizer, what is their role and responsibility?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">There are several terms that appear in the sharing system that need to be clearly understood. The sender is a user who has a renewable energy production device and allocates part of the transmitted energy for sharing. The recipient is a user who receives this energy in a billing sense and can use it to reduce the electricity item on the bill. The organizer of sharing is a third party who can help with the organization, preparation of procedures or registration, but is not necessarily involved in every agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elektro Ljubljana states in its explanations that the transmitter is the one who transmits energy from a production facility to renewable energy sources, and the recipient is the one who receives energy from shared use. The organizer is a third party who organizes shared use and is not in the role of the transmitter or recipient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The division of roles is important because the responsibilities of the participants differ. The sender and the receiver agree on the share of energy and the possible price. The distribution operator takes care of the technical-data part, while the supplier must correctly take into account the sharing in the billing. The organizer, if there is one, can help with coordination, but the contractual and economic agreement remains primarily a matter for the participants.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How does the 15-minute billing interval work?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most important elements of sharing is the 15-minute billing interval. This means that production, transmission to the network, consumption and the corresponding share of sharing are treated in four-hour time units. The sender and the recipient agree in advance what share of the electricity transmitted to the network will belong to the recipient in each 15-minute interval. This share is the same for all 15-minute intervals and can be changed monthly via the Moj elektro portal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a significant difference compared to annual net metering, where the energy received and transmitted is calculated on an annual basis. In shared use, it is not enough for the sender to have a surplus on an annual or monthly basis. What is important is whether the sender has a surplus in a specific 15-minute interval and whether the recipient consumes electricity in the same interval. If the sender does not have a surplus in a certain interval, the recipient receives nothing from shared use. However, if the recipient does not consume all the energy that would be due to him in this interval, the unused energy belongs to his supplier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This timing will determine who benefits most from sharing. A recipient with higher daily consumption, such as a small business, office, workshop, shop, refrigeration system or household with a heat pump and smart consumption management, will be able to more easily take advantage of solar surpluses that usually occur during the day. A user with most of their consumption in the evening or at night will benefit less from sharing, unless they also have a storage tank or can shift their consumption to production times.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"\/wp-content\/uploads\/2026\/06\/arthur-lambillotte-Rlq0iN1b3Lg-unsplash-1024x768.jpg\" alt=\"Sharing electricity will lower bills, but not for everyone\" class=\"wp-image-2675729\"\/><figcaption><strong><em>Sharing electricity will lower bills, but there are limits<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What will be the impact on the bill? Energy is reduced, but not necessarily the entire bill<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Sharing can reduce the cost of electricity for the recipient, but not all items on the bill. SODO states that sharing is only calculated in the electricity item and does not affect the network charge item.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means that the effect of sharing will not be the same as a percentage of the total bill. The electricity bill does not consist only of the price of energy. It also includes the network charge, contributions, excise duty, VAT and other regulated items. The network charge is a payment for the use of the electricity network, i.e. for the transmission and distribution of electricity to the user. The Energy Agency adopted the act on the methodology for calculating the network charge in November 2022, and the act published in the Official Gazette is legally valid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the recipient receives part of the electricity through sharing at a lower agreed price, their energy costs may be reduced as market items. However, they will still pay the network fee and other charges according to the applicable rules. Therefore, the actual savings will depend on the amount of energy received and consumed in sharing, the timing of consumption, the agreed price between the sender and the recipient, and the structure of the bill.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The price is a matter of agreement between users.<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The price of electricity in shared use is not set administratively. The sender and the recipient can agree whether the energy will be free, symbolically paid or sold at a pre-agreed price. ELES explicitly states that the price agreement depends on the sender and the recipient and that the distribution operator does not interfere with market or contractual relations between users and suppliers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This opens up a lot of flexibility, but also requires responsibility. The contract or agreement on sharing should clearly define the share of energy, the price, the duration, the method of changing the agreement, the treatment of unused energy, the possible role of the organizer and the obligations of both parties. According to ELES, <a href=\"https:\/\/www.zurnal24.si\/pod-streho\/varcna-hisa\/registracije-ze-danes-vprasanje-pa-je-komu-se-splaca-459812\">Journal24<\/a> explained that the Energy Agency should prepare and publish model contracts with fair and transparent terms for sharing agreements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For households sharing energy with a family member, the price may be symbolic or zero. In business arrangements, however, price will be essential. The recipient will have to assess whether the shared energy is cheaper than the energy from the supplier, and the sender will have to assess whether such an arrangement is more advantageous for him than the existing billing of the energy sent or leaving the surplus unused.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"\/wp-content\/uploads\/2026\/06\/watt-a-lot-Ja8t8nJN2I4-unsplash-1024x577.jpg\" alt=\"The price of electricity will be a matter of agreement between users\" class=\"wp-image-2675739\"\/><figcaption><strong><em>The price of electricity will be a matter of agreement between users<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Who can participate?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A wide range of end customers connected to the network in Slovenia can participate in the role of recipient, but there are exceptions. SODO states that anyone can participate as a recipient, with the exception of large companies and companies for which sharing would constitute an economic activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An important restriction also applies to users in the annual net metering system. Those included in the self-supply system with annual netting can only participate in shared use as transmitters, not as receivers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is very important for many owners of older self-sufficient solar power plants. If they have an annual surplus that they cannot use or account for, sharing can become a way to allocate part of these surpluses to another user. However, the energy shared is deducted from their transmission to the network, so they need to carefully check whether such an arrangement is actually worth it for them, given their existing billing. ELES explained that sharing can make sense for owners of small self-sufficient solar power plants in the annual net metering scheme, who have an annual surplus that they cannot compensate for with consumption from the network and consequently send it to suppliers for free.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Registration via the Moj elektro portal<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Sharing is registered electronically via the portal <a href=\"https:\/\/mojelektro.si\/login\">My electro<\/a>. Registration can be carried out by the sender or, upon authorization from the sender and recipient, by the sharing organizer. If the user wants to start sharing on the first day of the following month, the request must be submitted by the 10th day of the current month. The request must be confirmed by both the sender and recipient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before successful registration, the electricity operator checks the basic conditions. These include, for example, that the recipient does not have annual net metering, that appropriate meters are installed at the consumption points to record 15-minute consumption, and that the transmitter has a production device from renewable sources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means that a private agreement between two people will not be sufficient. The sharing must also be technically and administratively recorded, as the data must be received by the distribution operator, suppliers and other participants who carry out the billing.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The role of the supplier and distribution operator<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">When sharing, the question can quickly arise as to whether the user still needs an electricity supplier. The answer is yes. Sharing does not replace a contract with a supplier, as the recipient still receives electricity from the grid and needs to be supplied under normal conditions for the part of the consumption not covered by sharing.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Who will benefit most from sharing electricity?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Sharing will not automatically be worthwhile for everyone. It will make the most sense where the transmitter&#039;s production peaks and the receiver&#039;s consumption coincide in time. Solar power plants generally produce most in the middle of the day, so recipients who have significant consumption in the morning and afternoon will benefit most from sharing. These can be households with work from home, a heat pump or an electric vehicle, and even more so small business customers with a daily operating rhythm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the sender, sharing will be interesting especially if he has surpluses that he cannot use usefully himself. If a household has a solar power plant well adapted to its own consumption and very little surplus, there will be little room for sharing. However, if the power plant regularly produces more than the sender uses, an agreement with the recipient can increase the value of this energy.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"\/wp-content\/uploads\/2026\/06\/Tesla-1-1024x582.png\" alt=\"Electricity sharing can also be interesting in connection with electricity storage systems; Photo: Tesla\" class=\"wp-image-2675755\"\/><figcaption><strong><em>Electricity sharing can also be interesting in connection with electricity storage systems; Photo: Tesla<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Storage units, tenants and multiple metering points<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Sharing can also be interesting in connection with electricity storage systems, but the rules are not the same for all applications. Elektro Ljubljana states that a user can cooperate with a storage system as a recipient of electricity, but the recipient cannot be a transmitter in sharing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sharing is also possible between two metering points belonging to the same person, if the conditions are met. ELES explained that an example could also be the transmission of energy from a household to a workshop, with the condition being that a production device is installed at the transmitting metering point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tenants can also participate if they are registered as electricity payers at the metering point.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>There is no shortcut to free &quot;electricity&quot;<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Electricity sharing is primarily the answer to the question of what to do with the excess energy generated by owners of solar power plants and other renewable sources. As already mentioned, it will not miraculously halve the monthly bill, but it is certainly an interesting option for even more independent management of your own electricity.
